Grainger County Jail

Mr. Hamilton participated as lead counsel for plaintiffs in civil rights litigation related to the unconstitutional conditions of the Grainger County Jail.  In 2005 Grainger County completed construction of the Grainger County Justice Center.   The jail portion of the Justice Center was constructed as Ordered by the Court.  As a result detainees in Grainger County no longer are held in an unconstitutionally defective facility.  The earlier Grainger County Jail had never been certified as complying with the State of Tennessee Correctional Facility Standards prior to the commencement of litigation.  Further, the Prison Litigation Reform Act had no applicability as the plaintiffs were no longer held within the defective jail at the time of filing.
